
Victoria State Nomination Criteria
The Australian Government has allocated a total of 5,000 places to Victoria for the 2024-2025 migration program, distributed as follows:
Skilled Nominated visa (subclass 190) – 3,000 places
Skilled Work Regional (Provisional) visa (subclass 491) – 2,000 places

Eligibility Criteria for Subclass 190 Visa Nomination
Minimum Requirements
To be eligible for Victoria’s Skilled Nominated (subclass 190) visa nomination, you must:
Visa eligibility: You must meet all visa criteria set by Home Affairs for this visa.
Residency: You must currently be residing either in Victoria or overseas
For onshore candidates
If you are currently residing in Australia (onshore), you must be living in Victoria.
ROIs from applicants living in other Australian states or territories will not be considered, except for certain case-by-case exceptions for those in border communities.
For offshore candidates
If you are living overseas (offshore), you are eligible to apply for the Skilled Nominated (subclass 190) visa nomination. However, you must be committed to living in Victoria.
Further requirements: Secure these documents:
Have your Registration of Interest (ROI) selected,
Hold a valid Skills Assessment for an occupation on the eligible skilled occupation list for this visa,
Score at least 65 points on the Australian Government's points test for your Expression of Interest (EOI) in SkillSelect.
Eligibility Criteria for Subclass 491 Visa Nomination
Main requirements:
Be invited: To be invited to apply for Victorian visa nomination, you must submit a Registration of Interest (ROI).
Visa eligibility: You must meet all visa criteria set by Home Affairs for this visa.
Age: You must be under 45 years of age at the time of nomination.
Skills Assessment: You must have a valid skills assessment in an occupation on the eligible occupation list for the visa
EOI Points: You must have at least 65 points on the Australian Government’s points test
To be eligible to apply for Skilled Work Regional (Provisional) visa (subclass 491) nomination, you must one of the following:
Offshore skilled migrant
Onshore Victorian graduate in Melbourne
Onshore Victorian graduate in regional Victoria (Related article)

National Innovation Visa (Subclass 858)
The Victorian Government plays a pivotal role in Australia’s National Innovation Visa (subclass 858) by nominating top-tier global talent with the capacity to contribute significantly to Victoria’s economy, research capability, and international competitiveness.
Who are eligible for Victoria’s NIV nomination?
Demonstrated exceptional talent and a history of internationally recognised achievements
Engaged with a Victorian Government department or agency about how your internationally recognised track record and expertise will be transferred to Victoria
Referred by a Victorian Government department or agency with expertise in your field
Met the Department of Home Affairs’ criteria for the National Innovation Visa
Be age under 55 (or provide a compelling case if under 18 or over 55).
Show a genuine commitment to live in and contribute to Victoria
What Counts as "Exceptional Achievement"?
Your application must show evidence of one or more of the following
Winning prestigious international awards or accolades
Securing significant research funding or advanced qualifications
Holding patents, IP rights, or having successfully commercialised technology
Leading keynote addresses at global summits or leadership in top organisations
Launching or scaling up innovative businesses
Earning international acclaim in the arts or sports
