Skilled Work Regional Visa Subclass 491 is a provisional visa enabling skilled person to migrate to Australia together with their families to work, study and live in regional areas of Australia for 5 years. The subclass 491 visa replaced the previous 489 visas in November 16, 2019. The visa holder can then apply for Permanent Resident visa subclass 191 after meeting specific requirements in three years within the 5 years.

Key requirements for main applicant for 491 visas

  • Age: under 45 years old
  • Must have Competent English –
  • Must have a positive skills assessment (for migration purpose). The skills assessment must be undertaken before your application is lodged.
  • Score at least 65 points to lodge an Expression of Interest
  • Must be Nominated by an Australian state or territory government agency OR an eligible relative usually resident in the designated area.
  • For some regional states nominations such as Victoria and Tasmania, you need to have a job offer in the relevant field in a regional area.
  • Can be in or outside Australia to apply.

PR Pathway

The 491 visa is valid for 5 year upon approval. Visa holders can live within regional areas. Regional areas are considered as any other areas excluding Sydney, Melbourne and Brisbane. Classified regional areas: Perth and Gold Coast. You can work for any employer in any type of job that are in line with the work and residence conditions included to your visa.

All 491 visa holders can only apply for the 191 Permanent visa after they have completed at least three years in their designated regional area

Important Changes in Skilled Migration

The skilled migration points test changed in November 16, 2019. It impacts lodged EOI profiles that are  not yet assessed before that date. But the changes can be positive for applicants as you can get additional points in the following situation:

  • 15 points for Nomination by a State or Territory government agency or a sponsored/invitation by a family member residing in designated regional area
  • 10 points for if you have a Masters/ doctrate degree by research award  awarded from an Australian education institution after at least 2 academic years of study in the following science, technology, engineering, mathematics or specified information and communication technology (ICT) field
  • 10 points for either De facto partner (Skilled assessment and Competent English) *or 5 points if the partner have competent English only.
  • 10 points if the main Applicant is single
